Welcome to the Hoover Hill Water and Sanitation District site.

Hoover Hill Water and Sanitation District (HHWSD) is a quasi-municipal governmental entity that provides water and sanitation services. HHWSD currently serves 254 homes located in the Hoover Hill subdivision adjacent to Baseline Lake and bordered by Baseline Road and Arapahoe Roads in Boulder County. The Hoover Hill Water and Sanitation District has been in existence since 1968. Board of Directors meetings are held the 3rd Tuesday of each month and you will find the meeting agenda and minutes posted on this website. Comments and suggestions are welcome.

Hoover Hill Water and Sanitation District is a Special District formed under Colorado Revised Statute Title 32 with a volunteer board of directors and a paid manager. Our charter is to provide safe drinking water and wastewater disposal to the homeowners in the District. Both water and sewer services are purchased from the City of Boulder. The District is responsible for the maintenance of the water lines; including lift stations and fire hydrants. This includes repairs for breaks and replacement of old or unsatisfactory pipe. The District is also responsible for testing the water per the Colorado drinking water testing requirements.


As part of those services we maintain an annual budget that covers the cost to run the operation, which includes purchasing water and sanitation services from the City; verifying the monthly usage by each customer and billing for water and sewage usage. The budget also provides for building a reserve fund for repair, maintenance and replacement of the water lines, having sufficient insurance to cover losses and damages, paying off bond debt, having an annual financial audit, paying a salary for the Manager and the monthly water testing services and reporting.

MEETINGS: Meetings are normally held on the third MONDAY of each month, at Rocky Mountain Fire Department located at 7700 Baseline Rd in the training room, at 6:45 p.m. Optional meeting In August. The meetings are open to the public.

The Fire department has cancelled all public meetings at their stations until further notice due to the COVID-19 virus. (We are not expecting access again until at least September)

Meeting Notice: The next board meeting of HHWSD will be: Thursday, June 18th, @ 6:45 pm. NOTE: In response to the COVID-19 pandemic and changes in rules including use of the Fire Station, the board will hold the meeting via ZOOM web services. Safety of our board members and any of our customers is first.

BOARD OF DIRECTORS: Five resident members are elected at large to act as spokespersons and oversee the business of the District ("Board'). The Board has authority to adopt and amend Rules and Regulations pursuant to CRS 32-1-1001.

A Special Message from the Board of Directors to HHWSD Customers:

To Hoover Hill Water and Sanitation District Customers:

As most of you are aware HHWSD is required to maintain the sustainability of the districts water system. That system supplies water to 255 homes in the district.

The Board is concerned with the age and condition of the water system and increases in pipeline breaks in recent years. This past year The Board commissioned an engineering firm, Scott Cox and Associates to perform a study of the HHWSD infrastructure and make recommendations for a 20-year capital improvement plan for the system.

The system is comprised of a mixture of pipe materials including Cast Iron Pipe (CIP), Asbestos Cement Pipe (ACP) and Polyvinylchloride Pipe (PVC). In total we maintain just over 28,000 feet of pipe.

The City of Boulder Life Expectancy for the three pipe materials and percentage in our system is:

CIP 75 Years 12%
ACP 50 years 05%
PVC 100 year 83%


Our pipe is a mixture of age, dating back to the 1960's with the majority installed or replaced in the 1980's and 1990's. The latest major improvement was a replacement of CIP along Baseline Road by Platt Middle School in 2011 at a cost of just over $250,000. The District has been able to repair breaks for the past 10 years and has been fortunate not to have required major replacement.

The Board, based on the recommendation of Scott Cox and Associates, plans to replace the CIP and ACP pipe in the district with PVC. The total cost to replace the pipe is estimated at $3.2M.

The Board's plan is to replace sections approximately every 2 years starting in 2018 and running through 2030. In the interim we will continue to repair breaks as needed.

In order to fund this capital improvement project, the Board has voted to add $20 to the monthly water base charge onto each customer's bill. We have planned the improvements based on funds from this base charge addition and generation of funds from normal operations.

Customers are also welcome to attend the monthly Board Meeting at the Rocky Mountain Fire Department 1 house on Baseline Road.


We understand nobody wants to see their bills increase but continued care of our infrastructure is needed to ensure the long-term sustainability of our water system.

UPDATE ON REPLACEMENT PROJECT

The Board elected to postpone the replacement project scheduled for this summer until 2020. The contractor bids received through Scott Cox and Associates were significantly higher than the budgeted funding for the project. The board felt that we would see more favorable contractor pricing if we bid out the work in early 2020. We are reviewing new bids received March 13, 2020. May 19, 2020: The bids received did not come down to a price we can afford. The project is postponed until Fall 2020 or 2021 when we have additional funding.

BILLING: Bills are sent monthly and are due upon receipt. At this time payment is by check and a return envelope is included with your bill. On August 18, 2015, the Board of Directors adopted a new set of Rules and Regulations regarding Collection of Delinquent Accounts and Discontinuing Service

IMPORTANT UPDATES: Hoover Hill will now accept payment by credit card. Online EFT or Credit Card Payments accepted. https://www.colorado.gov/payment/hooverhill. For instructions on how to make a payment by credit card please review the process from SIPA, Colorado State Government State Internet Portal Authority (SIPA Payment Instructions). Payments by credit card will be charged a fee of based on the charge amount. This charge is imposed by SIPA for credit card processing.

The board would like to encourage anyone who is interested in signing up for direct deposit payment of your Hoover Hill bill. Many customers have requested direct deposit and we placed the service on line at the end of 2018. No postage, no fees and no hassle of forgetting to pay your bill on time. The manager and the board worked through First Bank and have established an ACH payment plan that allows your bill to automatically be withdrawn from a personal banking account of your choice.


You can enroll in the plan by reaching out directly to Cade Bertrand, the HHWSD manager (cade@metro-district.com). A copy of a completed bank withdrawal form must be on file for HHWSD to offer this service.

2020 Budget: The 2020 budget was approved by the Board of Directors on November 20, 2019 Copies may be obtained by request by contacting HHWSD.

Cade Bertrand is the Operator in Responsible Charge (ORC) for the District and performs water sampling on a monthly, quarterly and annual basis to insure compliance with the State of Colorado drinking water regulations. He is a State certified water and wastewater operator. Results of all testing are provided to the Board of Directors monthly.
